Hi Rob
Tension is the enemy of speed.
Is your muscles are tense they must relax before you can move. Make someone angry and it really slows them down. In America "your mother sleeps alone tonight" worked really well, they went nuts.
Likewise you want be almost floppy just enough to hold you up, nothing to stop you moving. So drills that start from a relax to action back to relax so there is a contrast. Do not waste energy.
There are always people that are so tense they can't move and they think you are really fast, when it is them that make this appear to be so.
In the mirror do techniques and make sure you are not telegraphing, set patterns and moves that tell the other person you are going to do something. This will also make you appear to be slow as everyone reads what you are going to do.

I would echo what bert says, also think about the transition between techniques. Dave Hazard once said to me "I am not particularly fast, I just don't waste any time between techniques." the first part of his statement is blatantly not true (as anyone who has trained with him will agree) but it is extremely important to train to minimise the "down time" between techniques. When practicing combinations in the dojo focus on shortening this time, it requires good balance, an awareness of your own body, deliberate movement and consistent speed throughout your technique (i.e when kicking make sure you retract your kicking leg and place it on the ground at least as fast as your shot it out).
